Caminar – Regional Human Resource Manager

This role serves as an HR business partner to leaders within the Agency to support building organizational structures and develop supervisors, managers and department directors. The Regional Human Resource Manager (RHRM) has broad responsibility to assess and develop leadership capability and succession planning.  Additionally the RHRM creates, implements and maintains development of career paths and learning/training programs to support current and future Agency objectives.

Essential Duties & Responsibilities:                      

  • Assesses organizational competency gaps and creates and/or enhances programs to increase organizational competency.

  • Identifies development opportunities within leadership and drives programs to strengthen leadership capability.

  • Drive Change Management initiatives across all Caminar divisions.

  • Ensures performance management system is effective and consistently administered across the organization.

  • Acts as business partner to one or more Caminar divisions.

  • Develop annual training calendar and present workshops and seminars to supervisors and directors on a quarterly basis; Create presentations using audiovisual tools, including PowerPoint and videos; oversee the development of the agency’s web-based staff training and development program to include design of an annual curriculum for each job class as appropriate; ensure regulatory and funder training requirements are met.

  • Provide employees with information about job duties, opportunities for promotion and help establish a workplace culture built around the concept of coaching as learning and development tool and by fostering an environment of teamwork, collegiality, transparency, cultural competence, diversity and inclusiveness.

  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.

  • Drive own or agency vehicle to meetings and other venues, as required; documenting and reporting mileage according to agency procedures, so that services can be provided in a timely manner; comply with agency vehicle policy at all times.

Requirements, Qualifications, Skills & Abilities:

  • Must be passionate about Caminar's mission.

  • Minimum of a Bachelor's degree or equivalent in Human Resources, Business, Organizational Development. Master’s degree preferred.

  • Five plus years of experience developing training, organizational development and leadership competency programs.

  • Specialized training in employment law, organizational planning, organization development and employee relations.

  • Above average oral and written communication skills.

  • Excellent interpersonal and coaching skills.

  • Demonstrated ability to lead and develop Human Resources staff members.

  • Demonstrated ability to interact effectively with the executive management team that provides company leadership and direction.

  • Excellent computer skills in a Microsoft Windows environment. Must include Excel and skills in database management and record keeping.

  • Evidence of the practice of a high level of confidentiality.

  • Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred.

  • Problem solving—identifies and resolves problems in a timely manner and gathers and analyzes information skillfully.

  • Customer Service—manages difficult customer situations, responds promptly to customer needs and solicits customer feedback to improve service.

  • Oral and written communication—speaks clearly and persuasively in positive or negative situations, demonstrates group presentation skills and conducts meetings. Completes written progress notes and other formal communications skillfully and professionally.

  • Quality management—looks for ways to improve and promote quality and demonstrates accuracy and thoroughness.

  • Planning/organizing—prioritizes and plans work activities, uses time efficiently and develops realistic action plans.

  • Adaptability—adapts to changes in the work environment, manages competing demands and is able to deal with frequent change, delays or unexpected events.

  • Dependability—is consistently at work and on time, follows instructions, responds to management direction and solicits feedback to improve performance.

  • Safety and security—actively promotes and personally observes safety and security procedures, and uses equipment and materials properly.

  • Must be a dynamic self-starter with demonstrated ability to work independently on special projects.

Special Requirements:

  • Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.

  • Must pass post offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.

  • This position will require frequent driving so maintaining a valid CA driver license, reliable personal automobile, a clean driving record, and current insurance as required by law are essential job requirements.

  • A personal cell phone with reliable service and a data plan to use for business purposes.
