EBAC – Director of Impact & Evaluation

Position Summary:

The Director of Impact & Evaluation will lead, in collaboration with other members of senior management, the creation and maintenance of a robust practice of data-driven continuous quality improvement that informs and connects service models and outcomes in support of agency strategic goals. In partnership with the Chief Program Officer, this role will use data to implement and refine the organization’s recently articulated Theory of Change. The Director of Impact & Evaluation provides direct supervision to two full-time staff.

• Experience developing and evaluating programmatic metrics, including outcomes and key performance indicators

• Strong leadership skills and presence demonstrated through progressive management experience in a nonprofit setting

• Language skills that include the ability to read, analyze, and interpret complex compliance and regulation guidelines

• Ability to retain and motivate supervisee, as well as influence other organizational leaders

  • Persuasive and effective communication skills, including the ability to present technical data

to individuals at all levels of the agency in a manner that makes the information accessible,

actionable, and meaningful for decision-making and program improvement

• Advanced computer skills, including database management experience, required; Electronic

Health Record experience preferred, Crystal Reports and Welligent experience highly

desirable

• Ability to create and maintain positive, productive working relationships

• Comfort with ambiguity and leading organization-wide initiatives

• Ability to manage multiple projects simultaneously, while tracking details and organization level

themes

Critical Responsibilities:

Outcomes and Reporting

• Oversee training, maintenance and continued build-out of the agency’s Electronic Health

Record and other data tracking systems

• Develop strategic and operational metrics to support with client outcome and agency

impact measurement

• Create and maintain custom reports and programmatic dashboard reports for both internal

and external dissemination

• Determine appropriate methods and intervals for data distribution and analysis

• Develop and maintain an agency impact and evaluation plan

Quality Assurance

Oversee service documentation in all areas with a focus on Medi-Cal/EPSDT, MAA,

compliance, and client rights, including ongoing assessment of strategy cost and risk

• Provide support and oversee agency’s system of client chart audits and utilization review

• Oversee agency EPSDT billing practices, including eligibility, claim generation, and data entry

into external database

Continuous Learning and Improvement

• Lead implementation of agency-wide quality improvement procedures, including

spearheading the agency’s Theory of Change workplan

• With support of senior management, oversee accreditation activities, monitor ongoing

accreditation maintenance and guide efforts to bring deficiencies into alignment

• Develop a data literacy training plan and provide ongoing support to direct service and

management staff
